The first construction industry scheme (CIS) was introduced in 1972 to deal with the problem of tax avoidance, where migrant workers could come to the UK to work on a self-employed basis and be paid gross. After several delays, the new Construction Industry Scheme was launched in 1999. Although still certificate-based, the new scheme applied more rigorous turnover and compliance tests to businesses wanting to receive gross payments.
